Return labels in for USPS, UPS, FedEx, DHL, and Canada Post (commercial contract accounts only) are only supported for domestic shipments. This means that you will not be able to generate a return label for an order shipped outside of your carrier account’s country of origin.
If your customer needs to return a package from an international ship-from location, they’ll need to return the item by shipping it themselves.
